STAR Refinery Port operates under the International Ship and Port Facility Security Code (ISPS). The ISPS Code was adopted on December 12, 2002, under the SOLAS 1974 International Exchange and includes mandatory Part A and recommended Part B provisions for the security of port facilities.
Our registered security policy is designed to establish programs for STAR Refinery Port and its associated facilities, quays, warehouses, water and energy centers, administrative units, users, management, vessels, and cargo.
In accordance with our port security policy, we carry out the following activities:
- Ensuring all security responsibilities within the port facility are fully executed.
- Regulating the entry and exit procedures of the port facility.
- Monitoring the entire premises, including anchorage and berthing areas.
- Maintaining surveillance over restricted areas to permit access only to authorized personnel.
- Supervising the handling of cargo operations.
- Conducting inspections of ship provisions handling.
- Facilitating smooth security communication and cooperating with relevant authorities.
- Implementing the aforementioned activities based on Security Levels 1, 2, and 3.
- Taking necessary precautionary measures in the event of security breaches, bomb threats, suspicious packages, and similar situations before involving Local Law Enforcement Authorities.
Security Levels
In compliance with the ISPS Code and the practices conducted by the Ministry of Transport and Infrastructure of the Republic of Türkiye, our port maintains Security Level 1 (One).

Security Level 1: This is the level at which minimum protective security measures will be maintained at all times.

Security Level 2: It involves additional protective security measures beyond Level 1, which are applied for a specified period in response to a security threat.

Security Level 3: It comprises advanced protective security measures for a brief duration, even in situations where the exact target cannot be determined, in anticipation of or during a potential security incident.
Our port possesses the capability to implement security measures across all three levels.
General Security Principles
Identification cards and entry permits are required for port employees and visitors.
The identification cards must have an approved photograph by the Local Administrative Authority.
Only vehicles with entry cards are allowed to enter and park within the port area.
Permission from PFSO (Port Facility Security Officer) or the Port Manager is required for taking photographs within the port premises.
